Bob Mills Biography:
I am a graduate of Texas Wesleyan University with a degree in Political Science, first began his political journey when he
ran for an open city council seat in Arlington, Texas in 1995. This was a hot seat to obtain, and I came in fifth out 5
candidates.  It was a learning experience.

After college, I relocated to New England, settling first in Berwick then to Biddeford.  After being involved in several
committees and commissions in 2005 I decided my hand again at local politics.  I ran for both School Committee and City
Charter Commissioner as a write-in candidate. I won the Charter seat by 5 votes, but lost the School Committee seat by
10 votes.  In 2007, I won an open contested City Council seat with 79% of the vote. There were 2 other candidates
running for the seat. .. ..

In 2009, I was reelected to continue to serve Ward 5 on the City Council. I am honored and humbled to continue to
serve. Equally serving as the Council President for the next 2 years is an honor and privilege.

After sitting on the council for the last almost 4 years, I have seen how we as a City need a strong voice for funding and
representation.  Every budget year it is increasingly difficult.  To make that change in 2010, I sought to represent the
City of Biddeford in August as a State Representative for House District 136.  The voters chose to keep me here in
Biddeford and on the council by 66 votes.  I have fought strong and hard to honor that trust and commitment.

In 2011, I was reelected to serve a third term on the Biddeford City Council, besting 2 challengers.  This year has been
the most challenging budget cycle since the economy has not fully recovered in our neck of the woods yet.

I am married to my beautiful wife Heather and together we reside in Biddeford with our sons, Trenton and Cooper.  I am  
completing a Master's in Management & Leadership from Liberty University.
Why I am running for State Rep. again?

2007 and most recently serving as it's Council
President .

the trenches and suffered the same as our people
in  Biddeford.  It's time for representation by a
person that has walked in your  shoes and
struggled along side you.  I would appreciate your

Here are some of the ideas I have to reshape our land and the state of the economy in our homes. Some are old,
some are new. But they are the result of my research of the economics of our City and State.

1. The State's gas tax is 49.8 cents on a gallon, while the national average is 40.8-46.6. I would introduce a bill to
reduce our gasoline tax to the national average to the lowest possible. This would put more money in our wallet
and not in our tanks.

2. Present a bill that would call for an elected board of Supervisors for the Biddeford Saco Water Department. Many
people do not realize that this is not a City, County, or State Office. It is a private "for-profit" operation that's focus is
on profits for shareholders. The City of Biddeford paid them almost $325,000 for rental, service, and pressure to our
fire hydrants. It's far time we have a say in the direction of this operation.

3. Revamp the Clean Election Fund where it is based upon income sensitivity and fairness. For example when I ran
in 2010, I ran a traditional campaign with private donations. My opponent ran with Clean Election Taxpayer Funds. I
garnered roughly $600 in donations for my campaign. My opponent, garnered roughly over $1200 in taxpayer
monies in the primary.
Overall, my opponent garnered almost $5000 for the race to run against my $600 in the primary and the another
$4800 to run against a general election candidate that collected no donations. Is that fair? Is using yours, mine, and
future generations tax revenues and future surpluses to run for election even fathomable? And my opponent is
doing it again.

Continuing on my list of concepts I'd introduce as legislative bills....

Idea #4: The 1% Local Initiative Plan. In this concept, I feel that 1% (if not more) of funds generated from traffic
citations that go to the State's General Fund be redirected to the community from which it generated. After
speaking to local police officials and others law enforcement officials they favor this concept.

Idea # 5: I'd enhance this into another bill to reflect all projects (i.e.) Maine Turnpike tolls/EZ Pass fees, hunting,
fishing licenses fees - 1% would be directed back to the local community.

Both of these bills intent would obviously offset the local communities budget ongoing challenges each
year......being a City Councilor the last 5 years, I have seen first hand the challenges we as a City and Community
suffer every budget cycle.
Idea #6 I would introduce a bill to allow the York County voters to weigh in on a Racino/Casino operation and
the county-wide approval of Scarborough Downs relocating to Biddeford.  Biddeford voters approved it in
2010, it was forced into a State-wide vote in 2011.  It was defeated in all but Washington and York Counties.  
The same ballot had approval for a casino in Lewiston and ONLY in Penoscobt County there was a vote to
change Bangor Slots to a full fledged casino.  It's not a fair option to allow that to happen only in that county,
when the whole state had to approve the slot option in 2003.  Fair would be for a York County vote.  I will
introduce that bill.

The official letters went to all voters on the Green Street section of House
District 136 and described the voting maps have been wrong since 2004
(just as I had described years ago). They have now been corrected and
people are now in right district and still in Ward 5. All I can say is WOW.....
